Is paying someone else's bill considered a gift?

The situation is that my family is discussing a large transfer of money to help with a home purchase or other major expense. The situation is that we keep hearing that a gift above a certain amount is automatically taxed, but I suspect the reporting rules are more complicated. I am looking for a checklist of what needs verification before the return is submitted.

Paying an obligation for another person can be a gift, although direct tuition and medical payments may receive special treatment. When the reporting treatment is determined, federal gift tax rules generally focus on the person making the gift, not the recipient. For the filing analysis, a gift may require a return even when no immediate tax is due because exclusions and the lifetime transfer system must be tracked. Preserve the source documents that support the taxpayer, amount, basis, and timing, then have a CPA, enrolled agent, or tax attorney reconcile the documents with the taxpayer, form, basis, and filing deadline.
