What I am trying to figure out is this: is it better to eliminate debt before increasing retirement contributions? The household has cash beyond immediate needs and must choose among mortgage reduction, other debt, investing, and keeping liquidity.

Evaluate the guaranteed after tax return from paying down the debt with the expected but uncertain return and liquidity of investing.
