How much flexibility should I keep while deciding whether to pay debt or invest extra money?

The issue for me is that a household has extra cash and must choose among mortgage reduction, other debt, investing, and keeping liquidity. What I am still unsure about is this: how much flexibility should I keep while deciding whether to pay debt or invest extra money?
